Gary, I belive Telia decided to use ATM infrastructure which can run IP services and of course voice with QoS.
Telia wants real voice with Qos over network.
CSCO idea of voice of IP would deliver IP instead voice

Most ervice provider which think seriously about voice are going with ATM anyway.
Some money loosing ISP are going with voice over IP, and in most cases they end up with IP instead voice.(packet vs.cell size)
CSCO delivery of voice over IP with Qos is just always moving terget.
I am sure it is great spin story for J.CH.
Telia is the best example.
