The railroad ties on the track which is in use don't have a set number of spikes per tie. We looked for a pattern, but didn't find it. Busy track, too, while we were walking on the unused track, we saw a passenger train and a freight train with a lot of locomotives on the other track.

Two, one at each end both being on the inside or outside alternating with the ties.
