Tell that to the folks who live in Redwood Shores here in silicon valley. They filled in thousands of acres of the san francisco bay to build that community. Also, treasure island in san francisco is a low income housing community (previously a military barracks) built nearby alcatraz, in the middle of the bay.

And don't forget, the San Francisco international airport is going to fill in another few thousand acres of bay for additional runways.

It only makes sense that in the most expensive real estate market in the US, they'd find a way to make more inventory. :)
