Yes, you can NASDAQ stocks in Canada. If your trading within you RRSP, you will be subject to foreign content limitations (prenestly 20%, going to 25% in the future I think).

You could always buy deep in the money calls on the US stocks. Which is very similar to buying US stocks on the margin in a RRSP.
