They didn't realize then that they were going to have to pay on the back end.

No deal was ever struck. Government created laws to protect people from what was then perceived the potential for profiteering at customer's expense. There was NO basis for such concern. It was all imagined and perpetuated by the mass group think that went on from post Civil War to the modern era and still persists. You need only go as far as the Democratic Party to see the remaining reactionaries.

The result of government protection was a poorly maintained, unable to keep up with technology, strangulating, unprofitable, disaster which was finally put out of its misery in 1984 over the intense objection of its CEO old man Brown. Government finally realized that they weren't protecting anyone except the monopoly that their laws inadvertently created.

Some bullet proof case, more like bullet proofed casket.
