You get into a case like this and it can be a real mess. Cyber cannot make any changes as any change effecting you effects all. Talk to your isp again. Try to work your way up the food chain a bit till you get their top tech. Most isp's can change you around to connect through a different backbone, but you have to talk to the right people.
