ROFLMAO!!! well, if you're into conspiracy theories, you could of course speculate that this is not for Gore to decide...

if i were to construct an evil theory, it could look like this: the govt. knows that the credit and asset bubble is close to a major denouement. if somehow they can get Shrubbery into the White House, he will inherit the economic ruin that follows in its wake. it's impossible to repair in four short years, and the next election is a landslide victory for the Democrats just as the economy is beginning to mend. they then take credit for the fresh boom that follows, and thus ensure another victory for themselves.

of course that's just idle speculation...i don't think such a plan exists for the simple reason that most politicians have a room temperature IQ and are probably not even aware that it's a bubble. i don't know about Summers though...he seems a crafty little fellow.
also Rubin, from his new perch at Citi keeps muttering warnings...
