BTW, from what I hear the T-bird and Duron (socketed) have the "speed" lasered in to the package so it can't easily be counterfeited. They are multiplier locked as well. This could make "goldfingering" a tad more interesting.
Might be a tad difficult to let a OEM mark chips.
Nor would I trust them not to just mark them high and re-sell them.

It also depends on the vendor. Intel is probably not downbinning any PIIIs and AMD is probably downbinning a vast majority of Athlons.

Because of lack of business penetration, a massive amount of value is being lost right now. I am looking forward to Monday to see how much progress will be made on that front.
