UMTS could well see the light of day without Qualcomm saying, yes.

Digital wireless mobile telephony (GSM) launched commercially (unsucessfully) in 1991. It relaunched (sucessfully) in 1992. IP issues were not settled for several years after that.

This could be a repeat.

No matter. QCOM will be paid for CDMA essential IP. It will not just be a matter of rolling off a log, however. They will have to fight. They are prepared to do so. The ITU paved the way for both ERICY & QCOM when they told them to settle or get lost.
