with the exception of Saudi Arabia...they have spare capacity of about 2 m. bpd. , or so i've heard. Iran, Algeria, Kuwait, Libya and Iraq are all set dead against a quota hike. since they relented last time, they won't this time around. the argument's going to be "we're not here to help anybody's election chances...we're here to make as many petro dollars as possible to dig ourselves out of the budgetary hole we've been in since '98"
