Mike, the definition of "internet backbone" provider demands some qualifications and caveats. Loosely speaking, the Satellite portion of the overall topology that these smaller providers are now contemplating are akin to upstream linking and transiting services used to tie regional ISPs upstream, but they, as they're currently constructed, don't meet the criteria of Internet Backbone providers, per se. Note in my upstream example of Tachyon, they have an agreement with a top tier (Concentric, I believe), for these reasons. FAC
