If programmers stop working, you hire somebody else. The management has stopped this porting, and there must be pretty good reasons why MSFT doesn't do Windows on Hotmail.

The clue was, that if MSFT doesn't port from FreeBSD to Windows, why should other companies do that? I've never seen it done, but I have seen several examples of Windows systems being ported to FreeBSD/Linux/Sun Solaris. So the clue is: Unless most new development is tied to the Microsoft platform, MSFT will lose that market in the long run.
