That's an average of course. Local peak pressures would be higher. Maybe double?
A small strain gauge could be put between the wheel and rail. Ironically (Hi Gaug!) one of the things that started this, uh, track, was your tale of smunched pennies. Someone somewhere has a table that correlates how thin a penny gets squished to how much pressure the wheels exert. You could answer the question with a caliper and $.01, if we had those tables.
