Disagree on both counts. I was't aware Clinton ever did anyone or anything any good except if it benefitted himself. As for Roosevelt, he began the welfare state and the legacy there is mixed. JLA

It could also be argued that the times make for great presidents. Without Hitler declaring war on the U.S. or Japan bombing Pearl Harbor, how much later would it have taken for the U.S. to enter the war? He got elected at the depths of the Depression and the Stock Market in 1932. Yet, the depression really didn't end until after the war when most of the overseas economies were devastated and needed U.S. financing and goods to rebuild.
