Copper units of pressure were arranged to match peak PSI. But they have gone to electronic strain gauges to measure chamber pressures, and they found that PSI are higher than CUP at really high pressures. The copper needs time to react evenly to the pressure pulse.
So now they have to make tables to line up CUP to PSI, because while they measure PSI a gun's steel responds in a timed manner like CUP. They had it right, then they improved it. Duh.
