If u overclock a system such that the processor is running out of spec, is the memory subsystem also out of spec?

You can have a system where the processor or the chipset are running out of spec, while memory is running within spec. Or, as in case of Tom's review of overclocked BX, processor and memory ran within spec while, chipset and AGP were overclocked.
