Of course at the right price almost any resource is a gold mine. But the land rush in Japan has abated considerably as the production of children has decreased to way under the population maintenance level. Also it is mainly to the outskirts of the big cities. Golf courses are usually a notch further away than the suburbs. Maybe one can build retirement villages on those courses. The number of old people who have small incomes and can't afford to live in the city will balloon.
