BERLIN ? President Clinton joined German Chancellor Gerhard Schroeder and a dozen other top political figures from around the world for a "progressive governance" conference here Saturday. In a joint communiqu‚ issued at the end of the meeting, the group outlined a number of points of political agreement and called for greater cooperation among the countries.
"We are determined to take our countries forward and to establish safe and sound conditions that help to promote civil rights, employment and prosperity, equal opportunity for women and men," the communiqu‚ said. "Our goal is to liberate the talent of all our people but to do that we must share responsibility between public authorities and private individuals, between governments and international organizations, between non-governmental organizations and the public sector."

The group promised to establish a network of intellectuals and scientific institutions to serve as advisers for international organizations.

Presidents and heads of government from Argentina, Brazil, Canada, Chile, France, Greece, Italy, Netherlands, New Zealand, Portugal, South Africa and Sweden gathered in Berlin for the meeting, the fourth and largest since the series began.
