What makes off-die L2 faster than DRAM -- is it that SRAM is faster than DRAM or is it because it is static?

L2 caches are SRAM, which is much faster than DRAM. DRAM is used for main memory, because it is much smaller and cheaper than SRAM- at the cost of speed.
