Not quite yet, according to this Chartastrologist:

NDX: "It has been my contention that the drop from the 4816 peak on March 24 has been Wave IV of Primary Five (since 1064 in OCT98). I now submit that the low on May 24 marked the maximum extent for Wave IV, and we will not see a Weekly Close below even 3100 before a new ATH is first attained."

Cyclical bear: lasting between 9 months and 36 months; reflects shorter term business cycle

Secular bear: lasting many years, 10 or more; reflects deep structural problems in the economy that need more time to work out

I do not recall Bob saying we are in a secular bear. I do recall he pointed out that we have had a secular bull market and from a purly statistical perspective (which is not his bent) secular bears follow. I interpret his statements overall to say: realise that secular bears exist and the gains since 82 are not an endowment from the Creator (because we're just too cool for words).
