I think we are in agreement, but are using different names for the programs. I think that what you are calling SSD is what I call SSSI. They both are administered by Social Security, but the "D" in SSD stands for "disability," while the "SI" in SSSI is for "supplemental income." People who get supplemental payments are also disabled, but there is no requirement that they ever worked, there is just the low income requirement, so disabled children can get SSSI, as well as Medicare.
