What's with this assumption that an IS-95 upgrade will prevent SK from implementing W-CDMA? As if NTT-DoCoMo would be doing the roaming studies and trying to buy a 10% stake of SK to support 1X.

Koreans will have to follow the global markets and Asian 3G development if they want to keep up. They have already made perfectly clear that cdma2000 is not their de facto choice; they are seriously considering W-CDMA.

You can call 1X a 3G technology until you turn blue - that will not prevent Korea from going with W-CDMA if they think they have to do so to stay in step with the rest of the world.
