They work. The point was testing them "to spec". That would require an accuracy of about 40ps or less in order to provide for manufacturing guardbands. That's not available anywhere in a production environment.

They must use very wide manufacturing guardbands then. Each bit is transmitted over a period of 1250ps, so 40ps is a very small percentage (3%) of the bit period.
