All depends on what WRS wants to be. If it thinks that it can grab the whole market, why not go after the whole thing, and be a monopoly. The WRS-ISI merger already creates a monopoly; the EST part is a tag-on.

Also, hardware services are asked by some of the customers. In house hardware capability increases the turn around time.

Also, is EST going after standard board manufactures such as Motorola, or does it have some kind of niche? I don't know enough to say, but I would think it's the latter.
