Why do you think fuel prices will drop?

Greed and necessity. Many oil-producing nations are overly dependent on oil revenues, so that the temptation to sell more--sometimes on the sly--is very great. Also, Iraq will probably be exporting more oil in the future and it seems unlikely that Iran and Saudi Arabia, for example, would be willing to cut back their production for Iraq. History suggests that sooner or later, production/supply creeps back up regardless of what kinds of agreements exist on paper among oil producers.
