HA! That's easy! The gov't just won't define where they think the split would be.

mshtml.dll - the IE functionality built into Windows.
IExplore.exe - the browser that uses mshtml.dll to browse.
HTMLHelp - the help system that uses mshtml.dll to display help.

And then there is the Windows desktop, folders, and other OS features that use mshtml.dll to display HTML.

It is easy to define the pieces. It's just strange that the gov't would split the company, but not define which parts go where.
