The price problem is unrelated to OPEC or the price of oil - the high prices are a consequence of the Clinton-AlGore the Junior EPA-ordered reformulation of gas that is taking place. The RFG phase 2 will provide a more costly, less efficient product. That's liberalism in action. There is no indication that is safe - remember MTBE? Ruined the groundwater in many many areas. Yet the EPA still refuses to ban it - CA has.
