Sounds like the Clinton defense: everybody does it. The difference is the degree. Isn't Merced already about 4 years late? We have less than one month in 1H 2000, and it doesn't look like Merced arrival is imminent? And Microsoft is shooting for end of 2000 to launch W2K-64, which may complicate things even further if MSFT is late.

As you know, for every month, quarter or year the project is late the performance becomes less acceptable so that the next performance target has to be set, causing more delays trying to reach that performance target.
