Actually, it made a lot of sense because you all were in there pitching in, helping to find a solution right along with me.

If they had sufficient evidence in '93 to proceed with an investigation and a trial, then I would think that seven years later it might again be time to explore it, given the progress that's been made in the field.

I've looked into the municipal street lamp trials which were sponsored by some of the power companies in their attempts at lighting streets with nothing but raw fiber going from a high powered light source in the neighborhood to the tops of the poles.

The upfront investments were steep, but they carried healthy ROIs over several years, due to the reduction in costs of routine maintenance and the costs associated with material replacements.

The biggest impediment to local governments opting for this scheme was the manner in which they receive their funding on an annualized basis for this type of expense, and the loathing they have for proving in a long term capital improvement case.

It's easier for them to simply continue doing business the same as they always have. And therein may lie the similarity between these two situations.
