Enigma,

For a start, the status of the resource at Cow Mountain is one big hurdle.

There is a big difference between defining an inferred resource of 500,000 ounces ( the new Simpson Report) and applying for environmental permit for production base on a 1M ounces measured and probable reserve (the company press release and sponsored advertising via Stockwatch).

From the Simpson report:

The inferred mineral resource quoted in the Simpson report replaces earlier published estimates of measured and probable resources. Disclosure of such earlier estimates by the company was inappropriate and the estimates should not
be relied upon since they were calculated by in-house personnel who are not independent of the company.


From the company March 23:

The Company has been exploring the Cariboo Gold Project property since 1995, and had previously identified a measured and probable resource of one million ounces, depending on cut-off and grade (See News Release 99-01). Based on this resource, the Company was already poised to submit an Application to the BC Environmental Assessment Agency to develop a 3,000 tpd open pit and underground operation (See News Release 99-17). Status of the Application will be reported in an upcoming news release.
