Just to add a note concerning their NY City penetration, I've noticed an impressive number of bright luminescent markings on the steel plates which cover new street cuts in the financial district recently. They spell Level 3. More than one would think, compared to the others going in. Then again, many of the incumbents, even some of the competitives, have been buried for quite some time, or they are doing swap deals to avoid the delays to market and the associated capital outlays.
