What reform's necessary? Laws on the books already mandate extensive background checks before you're allowed to buy a gun.

A good licensing
program should be passed for all gun owners.


The government, due to their draconian gun laws, taxes, and import restrictions does not engender any trust in this area of licensing. What the government gives, it can take away. Voluntary training and certification should be allowed. BTW Vermont has no restrictions on concealed carry and no problems of mention.
