You shouldn't be making policy based on the exceptions. it only takes a few people flaunting the loopholes to mess things up for the rest.

Jeez, the ones I've been to you need a Firearms ID Owners Card to get in. Just to get in. Guns bought are held the waiting time and checks are run. You better be big to get one now. Guys that were into trap and such used to get them way back to get guns and ammo cheaper and make a buck or two. Starting back in the 80s small gun shops were subjected to DAILY BATF checks. Close them down day after day.....
