Sounds like moving sideways.
DLA continues to dump cobalt and distort the market. The net effect is to distort supply-damand dynamics, decrease investment in cobalt projects and set up for a big cobalt deficit when DLA stockpiles dry up(or the government decides that a strategic cobalt supply is needed to produce batteries for Bill so he can stay in touch with Hillary in New York). DLA moves have to be watched carefully. They have the greatest effect on cobalt prices. Now they are offering low grade material from their warehouses, does it imply that the high grade material has been sold or that their intention is to keep the high grade material for batteries etc?http://speed.snap.com/main/finance/news/story/0,234,speed-90189590,00.html
