**OT** Last year FPL (the biggest Florida utility) agreed to lower their rates substantially. There are fluctuations of the "fuel charge" month to month depending on oil and gas prices, but it's a small percentage of the overall bill. I am tracking my monthly electricity bills (left over habit from the 70's energy crisis) and they have remained substantially the same for the last 10 years or so. FPL is among the most efficient electricity producers and they have steadily improved their "efficiency" (i.e. reduced employees per unit of electricity produced) over the years.
