That's true, of course. But I think it's also true that, even if only on purely financial grounds, there are people who could manage 2 children that couldn't manage 4.

I agree that there are many people who shouldn't have children, but I can't see any ethically acceptable way to prevent them from having children. The only remedy would be to persuade them to think about it, and there are few things more difficult than persuading people to think.

It's too bad you don't have to take a test to have kids. First off a sanity test. That would be good. Second, a basic skills inventory- like can you support yourself? Do you know what the food groups are? Do you know which ones you are supposed to eat? Do you know about personal hygiene?

If we ONLY gave those test I think the quality of our future parents would be much improved.
