If the society is free and the people vote, then the laws reflect the peoples desires.

A huge IF. My point is that an individual woman cannot reform the society to be sure that the laws reflect the desire of the people. She cannot force the male legislators to pass laws banning marital rape, or the male police to enforce them.

She CAN choose to insert an IUD. Unless the State, at the behest of the church, which is NOT accountable to the people, forces the state to refuse to allow her that choice.
