"national incarceration rate of 627 inmates per 100,000 residents" - policy.com The highest rate on the planet, they say ... and more than a quarter for drugs charges, the great majority of all for nonviolent offenses - cjcj.org "1996, there were 193 white American prison inmates per 100,000 whites, 688 Hispanic prison inmates per 100,000 Hispanics, 1,571 African American prison inmates per 100,000 African Americans." Doesn't seem like an ultimate solution ... in Canada [BC anyway] in the 80s the mental institutions were defunded as well, but to start into an instant cottage industry of the halfway house sort, in communities ... it worked well in places, was abused in others ... it was much cheaper, and mostly better, until it too was defunded ... although it still exists ... but all the women i knew who were involved became disillusioned and/or burnt out working in it and got less stressful and better-paid jobs ... the 'false economy' charge was just way too common.
