In any case
the Rambus solution is to narrow the 28-Ohm traces
down to 56-Ohm traces in the near vicinity of the
loading area (beneath the chip), so the sum of
the two wire branches remain the same 28 Ohm,
from which I conclude that the chip impedance
is still expected to be 28 Ohm no matter what.


You are wrong. The narrowing is to compensate for the added capacitance of the chip inputs and package.
