Indeed. The most pressing need is in the least educated or prosperous parts of the world. Indochina. West Africa. The Lower East Side.

The additional dilemma for third-world countries is that they don't have the mercantilist "sink" of cheap labor and materials that Europe and the USA enjoyed in the 19th and early 20th centuries. The wealth-building effect of this inequitable arrangement in the West is easily forgotten, because it directly benefited generations whose last members just died. It's hollow dead history now.
