After listening to the audio from the DDR Summit, I think part of the delay was caused by the desire of the industry to make it an open standard.
There were many industry committees formed with W/W interaction to develop a common specification that all manufacturers committed to. I believe that specification is completed.
They went so far as to develop a common Gerber for interchangeable modules. That also appears to be completed.
