The Justice Department and a federal judge who heard all the evidence and saw all the witnesses said they did.

Jackson refused to see/hear more evidence or witnesses just prior to ruling on an expanded set of complaints by the DOJ that were never introduced at trial. In response to that refusal, Microsoft entered statements into the record that Neukom evidently feels enabled them to get their issues on record.

The implication that he rendered a decision after hearing all evidence and seeing all the witnesses prior is inaccurate.
