If you could determine which criminals are criminals because they haven't had the opportunity to aquire the "right" skills this would make sense. We have a huge penal population and it is growing rapidly. You are suggesting that these people haven't had the opportunity to acquire skills. Walk into any intercity high school's voc ed program and meet the future residents of one of our finest lockup facilities. Their counselors will be close by too, so visit with them about their plans to turn these kids around while you are at it.
The public schools have become a center of the kind of things you are suggesting as a solution. The people you see in an adult penal facility no nothing but this kind of treatment. How do you think we are doing with them? Maybe we should tell the counselors to talk louder or faster or something. Apparently you think we need more of the same.
