They could be. I just saw where a guy was given a class c license (that's for the big trucks) after he got 17 out of 100 questions right. He left 47 questions blank.

My point with the "F" was an analogy. The point being that teachers don't give F's because they want too, an F represents the achievement of a child who failed. We don't execute people for capital crimes because we want too either, the execution represents the just desert for a person who has been found beyond a shadow of a doubt to have committed awful crimes.

It wasn't a comment on being for or against capital punishment. I don't think we can really make our justice system work as long as our consciousness is focused on whether or not we are being nice to the criminal. Of course normal people want to find a way to help people in trouble no matter how troubled the person is. When we don't have a way to help personally we like to think that Voc Ed is a solution so we can wash our hands of it. The justice system ought to be able to determine and deal with criminals that you and I are not equipped to help or even deal with effectively. Problem is we won't keep our noses far enough out of it to let justice be done and the criminals know it.
