The bulk of the extra spending is going into "special needs" children. A friend of mine worked for a school district for a while as a teacher's assistant. Her sole function was to attend to one profoundly retarded child who was being "main streamed". There was no evidence the child was aware of what was going on, no evidence that he was in any way benefiting from his time on class.

Parants are learning that the only way their children can get any attention from the schools is to have a "special" label attached to them. Consequently, parents are demanding their children be labeled. It's just nuts.
