I think drugs should be decriminalized, to reduce the load on the system.

The death penalty (and the associated cost) is no solution.

Lock up violent criminals.
Make other criminals work for society.
Reduce the number of criminals by allowing adults to drug themselves in whatever ways they wish. My father drank himself to death- he basically medicated a post-traumatic stress syndrome from WWII with alcohol (a legal drug).
