Dan,

The selection of address bits used to for bank select is critical for page management. There are also other policy decisions about pipelining, autoprecharge after write, keeping banks open, etc. which have a substantial impact on performance as well.

It is possible to fine tune a memory controller for different access types (DMA, linefills, Video refresh, etc.)

The BX chipset provides a good indication of what research can do for memory controller performance. I imagine that Intel holds tightly to their IP around these algorithms.
