That left Judges Stephen Williams and A. Raymond Randolph, who were part of the panel that gave Microsoft a previous key victory. The panel also includes Judges Douglas Ginsburg and David Sentelle, who have written skeptically about antitrust law, and they might round out a winning majority for Microsoft.
