You are right, I was confused by the running together of arguments......Yes, vocational training and counseling would make sense, but as is always the case, only a will to change on the part of the person can do the trick, and "hitting bottom" is often more successful at persuading people to change then providing them rationales for their misbehavior or giving them a chance to "work" the parole system. Thus, it is still better to make them sorry they wandered down the wrong path before worrying over lifting them up..........
