Since the certificate is negotiable and worth $125 mil, I would think QCOM can recognize it as a gain in the current quarter. It is like an IOY from the Gov't. Worth about 6 cents a share pre tax. Any CPAs out there with a different take.

I still think Q has some licensing fees whcih can also be recognized in the quarter. Most require an up front payment because QCOM has to invest time and effort getting the licensees up to speed before they start shipping product. Even if the cash doesn't change hands, beleive revenue would be recognized along with account receivable.

The Korean pow wow will lead to investment by South Korea. NK may be bankrupt - but I see some CDMA coming in within 2-3 years. Maybe initially wireless local loop. This could start to offset weakness in South Korea about the time SK market gets saturated and is only a replacement market.

AS of now only Commie officials would get phones. If this agreement works, in 5 years NK could become the "OFFSHORE" manufacturing site for SK instead of Indonesia and Vietnam. This would start to create a middle class. Will be slow.
